Cause

When going from 3.x to 4.x the PowerFlex Gateway transitions from a standalone virtual machine (3.x) to a pod/service (4.x). As PowerFlex manager was upgraded from 3.x to 4.x, it is a requirement to first upgrade the Gateway before PowerFlex Manager will accept the 4.x licenses.

Resolution

Upgraded the Gateway prior to applying 4.x production and MDS licenses
