Synchronize TCC Offset value

The thermal Control Circuit (TCC) slider allows for adjustment of the maximum CPU temperature at which a thermal event occurs. Increasing the TCC Offset reduces maximum CPU temperatures. Raising the TCC offset may slightly reduce CPU performance in certain applications. For example, setting the TCC Offset to 15, reduces the CPU threshold temperature to 85 °C.
