Restore of imagestream and imagestreamtags cannot be completed on OpenShift

On OpenShift clusters, restore of the imagestream and imagestreamtags resources to new namespaces might fail with the following error when Velero is under heavy CPU load:

Unable to restore namespace 'xxxx' using Velero. {"namespaces":{"xxxxx":["imagestreamtags.image.openshift.io yyyyy not found"]}}

Although Velero marks the restore as failed, all the protected resources are still re-created.

To work around this issue, perform the restore to an existing namespace instead of a new namespace, so that the re-created imagestream and imagestreamtags resources are not purged. When you run the restore for the second time on the restored namespace, the restore completes without an error.
