After Downloding Dell Update app version 2.1.3.0 I cant Uninstall or Update any App from Dell

I recently Reset my PC and after i reset i dint have Dell Update app so i downloded it from the Dell website but i cant open the app and it always keep running on my background and I cant Close it anykind a way.
