There is a problem with the Realtek audio driver for the Inspiron 15 3521 that affects the headphone jack. Please provide the name of the operating system you use.

Test the headphone jack by switching between the Realtek audio driver and the Windows native audio driver.
1. Open the Device Manager (type devmgmt.msc in the Windows search box).
2. Expand the "Sound, video & game controllers" and right click on "Realtek High Definition Audio".
3. Select to "Update Driver Software".
4. Click on "Browse my computer for driver software".
5. Click "Let me pick from a list of drivers on my computer".
6. Put a check in the box "Show compatible hardware" if not already checked.
7. In the list of devices, click "High Definition Audio" (the native driver).
8. Click "Next".
9. On the Update Driver Warning box, click "Yes" (install the driver).
10. Restart the laptop if prompted. If not prompted, then no need to restart.
[To get back to the Realtek driver, do it again but reverse the names in steps 1 and 6.]
If the jack works okay with the native driver, then the problem is in the Realtek driver which is known to be buggy in the Inspiron 3521. I asked for your operating system because there is an older Realtek driver that works for Windows 8, but I don't know of an alternate for 8.1.

When the headphone jack does not work with the native driver then usually it is hardware failure of the jack -- assuming that you have tested the headphones to make sure they work.
You can try installing the Realtek audio driver again. When the Realtek driver is installed there will not be a separate "headphones", just Speakers. That is normal.
The only other thing I know that you do is to perform a system recovery. If it still does not work after a system recovery then it is for sure a hardware failure -- assuming the headphones are known to work.

First of all you can go Control Panel and then after Hardware and Sound. and check your sound drive is ok or corrected .
Or you can reinstall the sound drive
