Laptop not turning on with a white blinking power light

I am having issues turning my laptop(lattitude e7250) on, when I try turning it on I see the wifi and storage indicator lights turned  solid white, while the power one blinking  white.

Before this problem my laptop showed the battery led blinking amber four or three times ( I could not figure the correct one), and then white.

At that time I was only able to work with my laptop the AC adapter attached.
Please help me get the problem resolved.

As you can see in Dell Latitude Device Status Lights > LED lights chart, solid WiFi and Storage LEDs with blinking Power light means "The memory modules are detected but encountered an error." 

  1. Power off the laptop, remove the battery, press and hold the power button for 30 seconds to discharge electricity.
  2. Open the laptop, remove the RAM sticks, Use a soft pencil eraser to clean all the contacts on the RAM stick.
  3. Moisten a microfibre cloth with 99% isopropyl alcohol and use a credit card to slip the damp cloth into the RAM slot to clean its contacts.
  4. After everything is dry, reinsert each RAM stick firmly at a 30° to 45° angle, ensuring that it seats fully in its slot.

Then try to boot the laptop to see if you still get the error. Also, run Dell Diagnostics:
Immediately after pressing the power button to turn on the laptop (or after clicking the Reboot command), press and hold F12 to enter the One Time Boot Menu, select Diagnostics and press Enter. The Dell Diagnostics will test major hardware components.

Whenever touching components or working inside a computer, wear a grounded wrist strap, also called anti-static wrist strap, ESD wrist strap, or ground bracelet. It's a cheap and sensible precaution. Rest the laptop on an anti-static mat or at least a reasonable alternative such as corrugated cardboard.

You need to be more specific about what light pattern you see. As you can see in Dell Latitude Battery Status Lights chart:

  • Alternately blinking amber light and white light means "An unauthenticated or unsupported non-Dell AC adapter is attached to your laptop."
  • Alternately blinking amber light with steady white light means "Temporary battery failure with AC adapter present.
  • Constantly blinking amber light means "Fatal battery failure with AC adapter present."

As your laptop is eight years old, if it's the original battery then it is either dead or close to dead. You can replace it or continue to use the laptop with AC power only.
