battery health excellent, charging but percert doesn't increse

Hi everyone!
My DELL battery died, so I decided to bought one new. The problem is that the battery doesn't charge it still from 0 percent to 3 percent.
In bios everything looks ok, I don't know what is going on. I have tried everything a found on dell community but it doesn't work.
Can somebody helpme ?

Assuming the system is trying to charge the battery as it appears, contact your seller to have them replace it under whatever warranty they provide.

Thanks for your answer. I did it, I changed it for a new one with the guarantee and it worked perfectly for almost 7 hours of battery watching movies... to wait for it to discharge for the first time.
