Need help with "no drives" trying to install Windows server 2019.

Hello,  I'm getting this error where you would normally select the drive to install the OS:

    "We couldn't find any drives.  To get a storage driver, click Load driver"

When I click Load driver,  the USB attached is not seen either.

The system is a Dell PowerEdge R350 with three drives, 2 with a RAID-1 for the OS which is successfully created with Life Cycle Controller.  I have a USB drive inserted with the ISO image on it created using Rufus.  The OS begins to install normally but when its time to select the drive to install the OS, there is nothing showing and so the error message. 

I’ve tried different ways to install the OS such as through iDrac, but always get the same issue.  I presume it is a driver issue but can’t seem to install them.  I’ve tried that too with  Life Cycle Controller.

Any help is greatly appreciated.

Which HBA is installed in the server?

Thanks for your comment! 

I’m sorry but, what is HBA?  And I should have mentioned the Raid controller is an H355 adaptor.  And for an update, I took it out to get it back to a factory state (It didn’t have one before) and now it seriously errors out.  I have that into Dell.

Thank you, however I tried this very exe file.  First, the server doesn't see the USB drive, but too, wouldn't the OS need to run the exe?  I have also put [removed broken link]on a USB drive, but again it can't see the USB drive.  But I do wonder why it can see the bootable USB drive - because it's bootable, right?
