When you connect network cable to iDRAC port is LED on iDRAC network port is blinking. Can you also go to iDRAC Setting Utility in BIOS and check whether iDRAC is in Dedicated mode?
What iDRAC FW and iDRAC License did you have? Dedicated port need Enterprise license installed on iDRAC. Currently iDRAC network will be shared with LOM ports on the server. Can you set NIC selection as LOM 1 and connect network cable to LOM1 of the server. Once you do this you will be getting the IP for iDRAC.
I don't get any link lights under the ethernet cable port connection to the iDRAC. When I'm in the iDRAC Settings under Network Settings-->NIC Selection: I only see LOM1 to LOM4.
ok cool. I guess this Server doesn't have a license for iDRAC. Once I connected the cable to the LOM1 I see link lights but no IPv4 address is showing up on the port.

Failover Network - All LOM1
Register DRAC on DNS - Disabled
Auto Config Domain Name - Disabled
Enabled IPv4 - Enabled
Enabled DHCP - Enabled
Use DHCP to obtain DNS server addresses - Disabled
Is there any VLAN configured on the network. Where are you checking for iDRAC IP address. Once you connect the cable can you reboot the server and check for iDRAC ip address
