Dell Migrate service

Question

Old PC: Dell T3500 workstation, Window 10 New PC: XPS 8940, Window 11 What does Dell Migrate service can do? I am not really worried about moving files(moving files is easy, just copy to OneDrive, then move from one device to another device), I would like to know how to migrate setting. Let us say, I have 20 icons pinned to taskbar, can they be migrated?  Let us say, I have TD Ameritrade thinkorswim trading software, and I have some custom settings in the application, can those setting be migrated? Thanks.
