Last year I faced similar issue but I couldn't solve now.

Can you share virtual disk picture also from iDRAC? You can also go to Controller BIOS in F2 -> Device Setting and ensure boot VD is configured properly. Can you also share the F11 boot manager picture also

By the way, I am pretty sure that operating system is installed on VD0 Raid 1.
When I faced same issue last year, I imported foreign config and problem was solved. But I didnt see any option to import this config at this moment.

If you look at the image with Physical Disks > Advanced Properties you can see line item: Failure Predicted……..Yes.
It may be it has punctured and corrupted the boot sector.
Try shut down, remove both of those drives and power up to not boot option, shut down reinstall drives. See if it gives you an option to import.
At first chance you can boot, do a backup. If you do not have a backup and it is critical data, you may need to engage a data recovery company.
Note you will need to replace the pred fail drives. This article can give you some insight to punctures and steps to solve.

First thing to check is it powered up?
What is shown on the monitor?
Next you can try a flea power drain:
drain flea power (shut down, disconnect power cables and Network cables, hold in power button 20 seconds with cords removed). After flea power drain, system has to set for 3 minutes for DRAC to reset without any power plugged in, then plug in NIC and power but wait 2 minutes before power on to give DRAC time to initialize. The power up and check results.

Did you replaced the pred fail drives? By the way, HDD fw is very outdated (VS08 firmware version is the Initial Release and VS0B is the latest update). You should update them: https://www.dell.com/support/home/en-us/drivers/DriversDetails?driverID=4CXN5
