We are trying to install the Dell OpenManage Offline Bundle and VIB for ESXi 6.3.0, A00, on ESXi 4.1 on a R710 (with Intel Westmere) using both the vMA 4.1 and Power CLI 4.1 and in both cases it fails with the same message:

The host is in maintenace mode and licensed (Enterpise Plus). ScratchConfig has been confgured and the host rebooted. ESXi 4.1 runs fine.

There is incorrect platform version information in vmware.xml (inside metadata.zip which is inside the bundle zip file).

Unzip vmware.xml and change "4.0.*" to "4.1.*".

Rezip metadata.zip and add it to the bundle zip. Make sure the paths inside all zip files are the same as before.

Install it on ESXi 4.1 as you have before, it should work.
