Hi, we're on the same version (Windows 10 Enterprise 2016 LTSB) on 5470s and have the same problem. Our issue is also with configuring customization of a Wi-Fi profile and also monitor configuration. Did you end up finding a fix for this? Thanks!
We did find that Wi-Fi profiles are able to be saved perfectly in Windows 10 2019 LTSC. The problem is it is only available as an upgrade to Cloudbooks that were ordered from Dell within a certain time frame. If you aren't grandfathered in to that free upgrade you have to purchase it for $89.99 per 5470 Cloudbook. Here is a doc on how to determine if your 5470 is eligible (if you upgrade and it's not eligible they place a watermark on the display which appears a few hours after every reboot).
