dcx-4s director needs passwords reset

I inherited this switch at my job.  I cannot get the command PASSWDDEFAULT to run on the second side of the switch.

I have root access on the first side.

I tired to follow the documentation but I am not able to get anything to run against the second side.  "Resource not available" error when running RSH commands per password recovery document.  Document is 53-1000114-01.

Anyone ever done this?  Anyone ever managed one of these switches?  I feel like I am missing some basic step.
