SRS Policy manager 7.0 not launching after installation

Earlier we had a ESRS 6.8 version to go to new version we have uninstalled the old 6.8 version from windows server. And successfully installed the new version 7.0 without AD. Both App and DB services of policy manager is running fine. But the console of Policy manager is not loading. From same server policy manger was running fine previously so no port blocking. Could you someone help what could be the issue ?
