New SSD is not booting internally

I need to upgrade my SSD existing Toshiba Gen 3 1TB to a larger size SSD Crucial P3 Plus 4TB. The SSD apparently boots from USB. So it is filling functional. But I get error 0151 which shows a bad drive.

PCIe Gen4. I made a clone, and did everything possible. I changed to legacy, changed the boot sequence. But I can only boot my clone disk from USD not from the internal hard drive.

If you are running a UEFI supported OS, like Windows 8 or higher, don't switch to legacy. Keep it set to secure boot.

Also, what is the model number of your system? There are models that support both SATA & NVMe M.2 SSDs, but older systems only support SATA and newer ones generally only support NVMe. It's also possible that your new SSD isn't fully compatible with your system, even if the interface is supported. This can be down to the drive's controller or you may have exceeded the maximum size limit that's supported by the system.
