Touchscreen and audio fails to work after installing win 10

I have 10 Dell venue 5130 32 bits.  I'm using the 10 tables in a kiosk type way for an SQL database. The database is for tracking orders through each workstation as the parts ordered are built. I wanted to upgrade the OS from home to Pro. Needed the ability to connect to our domain. I decided to upgrade to Win 10 Pro over Win 8.1 because dell's site said it was compatible with this system and I'm not a win 8.1 fan.  It will be a nice system if I can get past the one issue. 

The Issue:  Fresh install Win 10 Pro, I have full touchscreen capability within the Bios. Once the operating system is boot I lose all touch screen capability and peripherals such as an on-screen keyboard. I can pull up the Win 10 ease of access on-screen keyboard. However, without a touchscreen, it does not good. No touch function working within the operating system. 

I want to start out by saying I have read 90% on the post in this community and others communities on this issue. I started out troubleshooting this issue. I replaced drivers. reinstalled Win 10 using install driver packs. I have changes setting in the Bios, I have enabled system password as well.

Installed new Z3700 chipset Driver, Upgraded Bios to A17,  re-installed all drivers.I have tried to update the touch firmware. with on error device cannot be found

At that time I turn to the forums to see if I could track down this problem. I found many posts on the issue. However, most of the fixes ended up being something I have already tried. However, I tried a few of the second time thinking I might have missed something the first time.

because of this I'm forced to use a docking station for any future attempts and reinstalling the operating system I thought that might be causing some issue. I have read that if you dock the tablet and it power off on the dock. It will lock in dock mode disabling touch features.
