external dvd not detected by bios - device can not boot from dvd

I bought an external DVD drive that connects to the computer via a USB connector.
The drive works perfectly but cannot be detected in the BIOS, therefore the system cannot be booted through it either.
What can be done for the BIOS to sense the drive.

the computer is  brand new only 5 days old.

The computer is a Vostro 3020 Tower Desktop

operating  system win11 pro 22h2

I think I know why your external dvd containing a bootable disc is not showing up.  I did experiments on two of my dell desktop 790 and 7010.

790: bios restored settings.  I put a bootable disc in onboard DVD.  does not show.  I put a bootable disc in external DVD, does not show.  I connect a USB bootable flash drive, shows up instantly on restart.

7010: bios restored settings.  put a bootable disic in onboard dvd, shows in bios.  put a disc in external dvd, shows in bios.

790 is a slightly older model than 7010 and its bios is not as mature or well written.

this is telling me some bios like the one in 790 and the premature released bios in Vostro 3020 has bugs that does not allow UEFI file on external USB dvd disc to be detected by bios on startup.  It really does not need any user input to look for those files.  If they are found by bios, they show up instantly.  If they are not found, no matter what you try does not help.  this is consistent with my suspicion that the Vostro 3020 bios is not well written, which could want a fix in next udated version.  it is not a solution but to me a good explanation.

My DVD is indeed bootable and it has been tested and confirmed on another computer

I'm not trying to boot from it to install a new operating system - I'm trying to install another operating system in addition to the one that already exists ..... and this by means of DUAL BOOT

that answer is  the wrong answer 

The ability to see the external DVD in the BIOS interface does not depend on anything other than the capabilities of the BIOS itself

There is no need to remove the original SSD to force the BIOS to recognize the external DVD

To prove my point - I created a bootable USB flash drive and was able to see both boot paths in the BIOS at the same time.
Both the WINDOWS BOOT MANAGER and the bootable disk on key

Depending on UEFI BIOS or Phoenix BIOS, you can manually adding the CD/DVD boot option following this instruction  https://www.dell.com/support/kbdoc/en-us/000124391/how-to-enable-boot-from-dvd-option-with-uefi-boot-mode-enabled-windows-10-8-1-8

For example, EFI\Boot\bootx64.efi

Believe me I only started this thread after reading all the articles in the DELL database.
I did exactly everything written in this article and it didn't help at all.

Does your DVD drive work normally with other non-bootable disks?

With you current OS and a disk in your DVD drive, try going into Device Manager and Update Hardware.  Your BIOS should then see it when the drive has a bootable DVD in it.

Have you tried “restore settings” button at the bottom of bios screen to reset it to default and then see if the external dvd would show up as a UEFI boot device on F12?

when you say the external dvd was bootable and tested confirmed on another desktop, was that other desktop set up in UEFI bios, and the dvd showed up as a UEFI boot device?

This is a good question that also came to my mind while searching for a solution.
The BIOS settings are currently at their defaults.
The external bootable DVD was tested on another Windows 10 computer....that other computer had a UEFI BIOS and the external DVD did show up as a UEFI boot device

At this point we cannot exclude the possibility of a bios bug on this small Vostro 3020 desktop.

I also thought about this possibility myself.
The question - what do we do with it next to get out of the situation???

Either wait for Dell bios next version release to see if that issue might be raised and fixed, or use a usb flash drive now instead of external dvd to install new OS.  If the latter is difficult to do, I would physically uninstall the boot drive from the Vostro and attempt new OS install in another desktop that shows bootable external dvd.  When done reinstall boot drive in the Vostro.

I thought about installing another operating system using a USB flash drive and it's easy to do... no problem with that.

I would not try that reflash of bios. You have an easy option now to bypass the issue and install new os.  It is not worth the risk to attempt fixing a small bios bug limited to bootable external dvd. besides, the bios image may have the bug too.  Dell often mentions in new bios version that a previous bug was fixed, such as “external bootable dvd not detected on F12”.
