If you are expecting to control the cpu and run with all cores 4.8ghz you are barking up the wrong tree because turbo boost is marketing not guaranteed performance.
I have found that on my new R11 i9-10900KF and the 3090 my machine runs and plays better with cpu and gpu overclock disabled and only the Ram2 enabled and running my game theme profile to High Performance and Thermal Performance is more adequate and the thermal temps are also perfect.
Cpu is usually running 4.8-4.9 and gpu is usually at a high 1950 MHz. Using msi afterburner on 100% Auto fans. Gpu stays within 70-75c. As I’m still testing this new unit this so far is working out quit well. glad you got it working properly.

Uninstall all AWCC from Microsoft store, make sure the service is gone
Reinstall AWCC + Components

You are not allowed to adjust the clock in bios.

The AWCC and the bios are integrated in such a way that the bios update may require a new version of the software.
Either way you are not allowed to adjust the voltage or frequency this is controlled by the SPD in the ram and XMP enabled in bios.

Remove all the AWCC Software
Reboot at least 3 times to repair the registry.
Then install this

Bios is only 1 piece.
What exact cpu do you have I5 or I7?
What exact Ram do you have?
Overclock is not on demand by the user.
All of the Items are REQUIRED.
What does the Mainboard TAB and ram TAB and RAM spd TAB for each stick say in CPU-Z ?
Mixing speed and rank and vendor is not supported.

XMP is enabled and disabled in bios.
Turbo Boost speed is controlled by the cpu based on how many cores are running and what load and temperature.
User doesn't get to choose speed its determined by the XMP profile in certified ram.
Installing DDR 4 4266 ram doesn't make it run that fast.
2666 or 2933 may be max depending on Intel or AMD cpu. Some AMD do 3200.

I did not adjust the clock in bios i just saw that i can i reset my bios multiple times and the awcc still doesnt work.
