Aurora R11, upgrade RTX 3090 Issues

My Aurora R11 is getting a bit dated. I've upped the ram to 64 and want a RTX 3090. I broke down and bought one on eBay. I know I know, but it's the only place to find the only card that will fit the Aurora R11 case. You need the OEM RTX 3090. Anyway, here's what I got when I just dropped it in and turned it on:

It makes it to the Alienware load screen and then either shuts down after getting all green and lined, or it freezes. I'm a bit of a noob at this, but I suppose I could wipe all my current GPU drivers and then try it. But is it really likely to be the drivers? Seeing as how its eBay, its probably a miner card so maybe its been bricked? Looks brand new. Has anyone seen anything like this?

Will not be a driver issue if it does not make it past the post screen.

Likely not a good card, or possibly under powered PSU. What PSU did you have in your R11? Also make sure all power connectors to the card are plugged in.

The thing that matters the most: Card dimensions = Length: 267mm, Height: 114mm, Width: 50mm

Then go here to find the retail cards that match those dimensions: Video card dimensions 

This would have fitted as it is only 1mm longer: RTX 3090

PSU is 1000w. All power connectors are plugged in.

Also, to fit in the chassis, the power connectors must be on the side of the card. Typically they are not included in the length so if they are at the end of the card, its not gonna fit. I made that mistake with a Gigabyte 3080 card. Bought it off Amazon, got it shipped, opened it up, and it'll fit... if I don't want to plug it in. All that is why I resorted to eBay and finding a 3090 that I thought was new or newish.

I would at least try a different display cable and display ports on the card before calling it bad. Might be worth sending it to someone for repair. The dell rtx 3090 is great card ! 
send it to Northridgefix  look him up on YouTube

I would suggest you contact E-bay and ask for a refund, if what all you've said is correct, then the graphics card is faulty. E-bay is very strict on things working properly, so contacting them and getting a refund is your best option, and with that money you can buy another RTX 3090 which might work.

There's a new wrinkle. I refunded the card and bought a new one on ebay and it did the same thing. The chances of two cards being inoperable is astronomical. I think my machine is the issue an I'm at a loss. Here's the specs at purchase:

Its been a minute, but I believe I checked the inputs on my TV (my TV is my monitor) There was an HDMI port on my TV that was capable of VRR (Variable Refresh Rate). I connected to it with an HDMI cable that was capable of an 8K transfer. Apparently not all HDMI ports are created equal. Turns out that the first 3090 card I bought on EBAY was probably fine.

BTW this community has forced me to change my user name for some reason in case you were wondering.

There are different HDMI standards. HDMI 2.0 allows for 18 GBPS transfer rates, HDMI 2.1 allows for 48 GBPS transfer rates. That is 60 Hz and 120 Hz frame rates at 4K, with the correct cable.

So what version of HDMI port and refresh rate are you using right now?
