I have a 8700k CPU, 1080Ti GPU and 32 Go of Memory. I have the standard power supply given by Dell (Huntley)
edit : I'm currently using the PC right now. Everything works as if there is no error. However when i start a game the PC crash after awhile (1-5 min).
@noct That error usually comes up when the GPU gets unseated. It was only transferring data over 1 pcie lane so that was the error. If you plug it back in to the top slot I suspect you will be fine. The clip probably came loose.

You didn't say what this is installed in. Aka what slot? How large is your power supply?
PCI-E 3.X cards are not compatible with older PCI-E 1.1 systems.
Fitting into the slot doesn't mean working.
Older models like PRECISION 690 use 8b/10b line code instead of 128b/130b line code.
This was a problem all the way back to 2009.

Computers as old as the 2006 XPS 400 can use a 1080 TI when paired with propler power supply.
Some slots on dell models are limited to 25w max cards because they are wired X4 even though it has an x16 slot.
