Alienware command center 4.0 overclocking screen issues

I just bought a brand new area 51 R2. In both windows 8.1 and 10, the overclocking screen has some issues. The sliders that represent core speed do not move and say -2147mhz.  Switching options does work, just does not display the clock speed. System does however display it for a limited time after doing a power drain (System off, cord unplugged, power button held for 20+ seconds) . Also at any given point hwmonitor does function and see the correct CPU speed. Has anyone else experienced this and is there a solution? Other than this I love the computer. I also notived of the 16gb installed, shows 15.9 avail in BIOS, must be due to motherboard system resources.

FYI, system BIOS has been flashed to A03 version. Still no resolution.
