Why does it only charge to 60% and stop?

I had the same issue with my unit delivered today but I may have found a solution (courtesy of a post on /r/Alienware).
My machine was left in manufacturer mode (saw a message very briefly on start up).
Taking it out of manufacturer mode (press Fn+X when you see the message) and a couple of shutdown-power up cycles appears to have fixed the issue.

I am also having this issue with my laptop delivered today.

Micro transactions, you have to pay more for the extra 40%.
