That's the Desktop Window Manager.

Are you running it Full-Screen?

Try these settings (from my notes):

Here are some general Win-7 gaming tips:

It's usually better to run at native Resolution of Display panel. Like 1920x1200 (for a 16:10 display). If that's not possible, at least select one with the same aspect ratio as your panel so "round things will still be round" and everyone doesn't look fat. Also, at 1080p or better very little if any AA is required.

Be sure game is running FullScreen (not Windowed).

On the game's icon, Compatibility tab (if available) , make sure both are selected:

- Disable Visual Themes

- Disable Desktop Composition

Basically, this dedicates all the video card's resources to the Full Screen game (not reserving part to run the Windows fancy Aero Desktop).

You will know you need it ... if when playing a game, you are brought back to Windows Desktop to answer a prompt about changing your Desktop Theme to a Basic or non-Aero one.

I think Steam Client might do this automatically when running in background, but if running native DRM games or through Origin or something, try it.
You can also add these to the Steam icon itself to be in effect running whole Steam gaming session.

I am currently running Win10 and those options you listed are not available when I right-click the icon for SWTOR.

I am currently running it is full screen mode on my attached ASUS VH238 23in monitor. It is running in the native resolution of 1920x1080.

I will be playing the game and then it will freeze. I can hit CTRL+ALT+DEL, then hit ESC and it will take me back to the game where I left off but this is not a good solution.

Any more help would be appreciated.

Thank You

Try to find equivalent Win-10 settings. I think they are the answer. Maybe try Google-ing settings to run retro games in Win-10.
