This should work as long as the laptop lid was closed from initial startup, but that means you'd have to power it on by pressing an external power button as you'd find on a Dell docking station. Otherwise, if the laptop display was active at startup, I believe it remains the only active display until Windows (and the GPU drivers) load.
Ok, then maybe it only works that way if an actual external power button was used to power the system on, as in the case of a docking station. I’ve admittedly never actually tried a device to trigger the system’s power button while the lid is closed.

I made a device that allowed me to press the power on button with the lid closed. and still the external display did not come up.
