One time service doesn’t work

Question

I purchased an one time service this morning, it charged me $129, and someone was trying to help me to solve that problem. But he didn’t fixed that, he said he will call me back, No one call me!! I call sales and technical support department, they said we can’t help you. ??????? You didn’t solve my problem, and you charged me? Don’t give me the refund?
