I am having this issue also. I was able to download Navisphere Server Software for linux for example, however the RPM did not contain the naviseccli binary e.g.

This is driving me mad. Can someone please tell me where I can download naviseccli or navicli ?

The Navisphere CLI is a separate package - you can find it here:

If you do not see it listed that means that you havve not registered tha package on PowerLink - PowerLink will only display the software packages that you have registered - look in Ryan's previous post for the link to where you register your software.

this is what you should see on the above page - separated by release versions:
