The CIFS related content (wizards, settings, shares, etc) are under the "Storage" menu. However, unless you have enabled the CIFS license, they will be hidden.
On the page that you took the screenshot ("Settings"), in the lower-right corner first click on "Manage Licenses for File". In the window that appears, enable "CIFS Licensed" if you haven't already. You then need to log out of Unisphere and log back in to expose the new menu items.
Now if you click into "System", you should see everything you inquired about to include CIFS menus and tabs under the newly exposed "Shared Folders" submenu and also several wizards in the taskbar along the right.
