Dell OOW computer repair

How long should I expect to wait,  if they haven't been able to get a part to repair my laptop in over a month.  At this point paying for expedited shipping was a colossal waste thanks to dell. 

Also is a complete refund of all charges possible?  I feel like a month of no progress on my repairs after paying for everything should be reason enough. 

I would prefer a fixed laptop,  but at this point I rather have my broken laptop back and be back at square one, looking to see if I can find someone to fix it. With a full refund.
