Dell not honoring promotional terms

Thanks to zbestwun2001 for forwarding a "Dell Support for Facebook Fans" web page in which I could explain my complaint with Dell not honoring its offer of a $200 eGift card with the purchase of a computer. I have completed the form and I'm awaiting response. Following up on the earlier post regarding Dell's failure to honor its promotions, this week I was on AOL and noted that AOL carried a sponsored link of "Dell Student Laptop Deals. Shop Dell & Get a $200 Promo Gift C... www.Dell.com/BacktoSchool." When I tried to explore that offer on Chat, Syed_S1 said that offer was in October and is no longer available (My calendar indicates that was 2 months ago.) He did propose configuring another computer. Is this what's know as Bait & Switch? As a customer that would like to be a "satisfied customer," it appears that Dell is falsely advertising and not honoring the deals that it offers.
