International Warranty Transfer Dell XPS 13. ZIP unknown.

I bought on eBay a laptop Dell XPS 13 9360 with a warranty in the US.

Now I want to transfer it to another country. I have the owner's name, but there is no zip code.

How can I get this information if the previous owner is not available? Is it possible to transfer it without an zip code?
