Is it common for dell to cancel an already charged order?

ITs been two weeks of calling to verify for Xbox but digital codes. The order has been made three times in which I did online the first order. The second order through a guy named Adam Hail who told me he could only sell me 10 $10 gift cards as he couldn’t sell the $100 and then last night I tried again the order is processed and comes out of my card only for 24 hours later to say it was cancelled. I didn’t cancel it infact i check every hour for 8 hours and nothing comes.
