The only other option is to replace the system board -- you don't have ownership of the system with Dell (and without knowing the information of the registered owner, cannot obtain that) -- so, factor in the cost of a replacement system board to your purchase price.
ejn63 is correct. On this one the 2nd user in the thread did purchase the system from Dell and was able to get the system unlocked after going through the proper Dell Support Channels (verifying system ownership as per ejn63).
