404 on Firmware Updates

OME 3.1.0 Build 154.

I can regularly fetch catalog updates from Dell using vanilla "Latest component firmware versions on Dell.com".
The repo shows as 'downloads.dell.com/catalog/catalog.gz'.  Picked up release from May 6 just fine.

Last month I jammed in the iDRAC updates from the packages on the hosts to catch up.. saw something about FTP being dead and HTTP maybe going dead.  The R220 and R230 units have 2.61.60.60 and 2.62.60.60, show as good in OME.

So the update jobs still fail.

Looked at the Lifecycle Log on a target:

RED111: Successfully downloaded the update package details 0.840243 MB in 2.35769 secs at 0.356385 MBps (2.85108 Mbps) [catalog.xml.gz].  :: (Okay, so it fetched the catalog from Dell Online)

RED051: The network file transfer of an update package was not successful.
..
SYS252: Unable to transfer a file, Catalog/FOLDER05437989M/3/Network_Firmware_F3KFN_WN64_21.40.9.EXE, because the file is not available at the remote host location.

SYS226: Unable to transfer a file, Catalog/FOLDER05437989M/3/Network_Firmware_F3KFN_WN64_21.40.9.EXE, because of the reason described by the code 404 sent by the HTTP remote host server.

Okay I get that.  Popped in http://downloads.dell.com/Catalog/FOLDER05437989M/3/Network_Firmware_F3KFN_WN64_21.40.9.EXE and get a 404.  But.. trim off "Catalog" to http://downloads.dell.com/FOLDER05437989M/3/Network_Firmware_F3KFN_WN64_21.40.9.EXE and my browser starts the download.

Why is it using the wrong path?

Yet, if I do a manual update in the iDRAC with downloads.dell.com on HTTP, it identifies that file and the update succeeds.  Seems OME is passing something wrong?
