That does not apply in this situation. The file is able to be downloaded but fails to import. I have also tried importing directly from the file after downloading it manually. This system was just recently upgraded from OME version 2.2.

Hello folks,
Our Official recommendation is for customers to migrate to OM Enterprise (appliance version)
As you should be aware, OM Essentials is currently in an EOL state and is no longer available for download from our Support Portal. OpenManage Essentials version 2.5 is the final release and will not support current or future PowerEdge servers and no further product enhancements will be added. Dell EMC recommends migration to OpenManage Enterprise for management of your Dell EMC devices.
Refer to the KB article below
Support for OpenManage Essential

If you really-really-really want to stay with OM Essentials instead of OM Enterprise, here is a hack to get importing firmware/driver updates running again (no guarantee).
Our OM Essentials database is running on an external MSSQL server.
Be sure to have a proper recent backup of you database before altering it!!
Using SQLServer Management Studio, first change this global setting: Tools -> Options -> Designers -> Tabel and Database Designers -> uncheck "Prevent saving changes that require table recreation". Then the Catalog.Package table can be changed by modifying VendorVersionRank set to "allow Nulls".
Surely this also can be done on the CLI
For now this works again at our site, but to be hounest, OMEssentials (and Silverlight) is an old product which should be replaced for a newer/(better?) version
