Amber light flashing and no other activity/Optiplex 380

My Dell Optiplex 380 is flashing its amber light on the power button but no other activity is being observed. CD-ROM drive will not open, nothing is showing up on the monitor and there is very little internal fan sound. I have unplugged the system overnight and plan on checking to see if it just needed a "reset". We have had trouble with this before and now I believe its a crash. Do we need a new hard drive? What can I do to trouble shoot this problem??

Here is something from the manual for blinking amber light.  

Initial state of light at power up.

Indicates system has power, but the POWER_GOOD signal is not yet active.

If the Hard Drive light is off, it is probable that the power supply needs to be replaced.

If the Hard Drive light on, it is probable that an onboard regulator or VRM has failed. Look at the diagnostic lights for further information.
