BIOS Update for RADEON HD 2400 PRO

I have just updated my video drivers and Catalist Control Center software to AMD/ATI Catalist Package  v8.12, which is newer (but not AMD's newest) than than the corresponding AMD Driver update listed on the Dell Drivers & Download web page for my system.  After installation, the CCC shows that the video card BIOS version did not change (BIOS Version 010.065.000.004, 10/08/2007).

The Dell D & D page lists an Urgent Update for this BIOS, to version S3B17002.108, A02, 10/16/2007. The CCC identifies 113-B17002.108 as the BIOS part number, and 010.065.000.004 as the version number.  The Setup process for the DELL download identifies the version number as A02.  Within the download, the individual files are 3 ati*.sys files dated 07/19/2006, 12 language specific atiwinflash*.dll files dated 09/30/2005, and a setup.exe file dated 10/12/2007, nearly the same date as my current BIOS version and the DELL download file date.

So -- BIOS Version 010.065.000.004, 10/08/2007 versus DELL version S3B17002.108, A02, 10/16/2007.  Are they one in the same, or did ATI/AMD make an immediate update after my video card was produced?

Also, after extracting the files to a setup folder, the DELL generic instructions state that I then have to execute the setup.exe file to actually install the update.  However, a winflash task became loaded without any additional action from me, and took up 50% or more of the CPU time.  After many minutes of sluggish performance, I used Task Manager to end the task.  No ill efffects so far.  Comments?
