Booting to Safe Mode with Windows 7 on an XPS 8500
I had not been able to boot into the Safe Mode in Win 7 with F8. However, F12 gets you to the Boot Drive Options menu. I had not found anything here or with Google or Bing searches other than going into the System Config menu and clicking on Safe boot" in Boot Options which can lead to other problems.
I recently found a link at:

which addressed the problem and had a link to a YouTube video.
Solution: At bootup hit F12 to get into the Boot Drive Options menu. Then hit the Escape key and then immediately F8.
Voilà: Instant Safe Boot page.

This works perfectly but you have to be very fast after hitting the escape key. I do believe that safe mode doesn't depend at all on the operating system. It is Firmware / BIOS related and as such, it is not dependent on the OS.

I forgot to mention that you need to keep tapping the F8 button, don't just tap it once.
