It will work and fit BUT you need a new power supply.

It will NOT work because its 2 Slots wide and longer than 7 inches. It will NOT physically go in. Dimensions: 12.5x6.25x2.5 Model No: VCGGTX650XPB
Any Card that has 2X wide bracket or is longer than 8 inches will have physical blockage to insertion.
Riser for Desktop Models is only 1 Slot wide also and again 8 inches long.
This 5770 isn't too long but its 2X wide and will NOT go in.
This 5770 is 1X wide but requires an aux Visiontek 900222 power supply , FSP Group Booster X5 450W or ePOWER EP-450CD 450W Juice Box power supply.

Sadly we are running out of options, I didn't know that your dell had a issue with the GPU slot because of the obstacle in the way. But you can try out this video card if you want

Or

Both video cards have 2 GB and both will fit into your commuter. If you still want your GTX 650 then you need to water cool it, like this for example
But when you do this you need tubs, pump, rad, distilled water and modify the Dell computer case by making holes from where the tubs will line up outside of your computer case to your pump then making custom made mounting brackets on where the rad will go inside of your case but all of the materials won't be cheap at all.

Yes unless if you want to go for water cooling just to make the card smaller.
