Can not access Setup (Bios) Dell XPS 210

Hi y'all, forgive me if this is in the wrong folder/subject - new here. I have a Dell that was given to me and I can not access the bios/setup(F2). I've tried different monitors, keyboards, even cleaned the connectors (USBs, inside the computer), reset the RAM multiple times. Still just a black screen after pressing F2 to gain access to the bios. Note I can access the Boot Menu (F12) just fine. Would really like to gain access to the bios so I can figure out the Floppy diskette seek failure (I do not have a floppy drive in the system). I have the latest bios available from dell for the system.
