DELL diagnostics report my USB 2.0 device speed is USB 1.1 ?!?
My circa 2009 XPS9100 has USB 2.0 ports. My old Galaxy Nexus phone is USB 2.0. So why do the DELL diagnostics report the device speed as USB 1.1?

Always include version of Windows in your posts.
Do other devices (eg flash drives) run as USB2? Have you tried a different USB port and a different USB cable with the phone?
For starters, open Device Manager and expand the list under USB. See if there's one USB entry that says "Enhanced...". You only need one Enhanced for all ports to work as USB2.
If there's no Enhanced entry, your system is running as USB 1.1 and the USB port drivers will have to be reinstalled.
