DVD RW Not working

My Inspiron 3847 bios recognizes and allows me to test my TSSTcorp DVD+-RW SH-216DB (tests good in bios) but Windows 10 does not recognize it.  I have tried removing the upper and lower filters in regedit but it they are not in that folder.  Everything I cannot find anything.  I cannot find the original disk that came with the computer but it would not work anyways because the drive is not being recognized.  Please help!  Do I need a driver?

Unfortunately, none of these have worked.  It does not recognize the drive outside of the bios.  There is no DVD/CD-ROM drives in the device manager.  I even tried disconnecting it internally and it was just the same.  Could that mean that the drive is bad even though it recognizes good from the bios check?

I am still not seeing it.  Strangely, every one of the screen shots of the registry fix of HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\ {4D36E965-E325-11CE-BFC1-08002BE10318} fix; they all show a Installer32 REG_SZ in the screenshot.  I do not have that folder in the position, could that be the culprit?  Nothing seems to work to make my DVDRW drive be recognized by Windows...

Perhaps a call to tech support is in order for further troubleshooting.  You can contact Tech Support at 1-800-624-9896 or 1-800-288-4410, or you can initiate a chat session http://dell.to/2v4snVm
