Dell 580, fan full speed when I enter BIOS (this normal)?

When I enter the bios the fan (not 100% sure but I think it's the CPU fan) runs at what sounds like full speed. The other dells that I have had in the past have not done this, is this normal? Would it hurt the computer if the fan ran (at full speed) for extended periods of time, sometime I run programs like DBAN to nuke  hard drives and want to make sure that I don't harm anything.

Dell inspiron 580 i3 540 desktop

BTW, I did the BIOS flash from A03 to A07 but that did nothing.

My XPS 730x acts the same way. No, it would not hurt the PC to have the fan run at full for extended time. I actually raise the CPU and GPU fan speeds while gaming.

Seen this not only on the Dell computers, but other custom systems that I have built. Event Viewer never shows a hardware error. Believe motherboard manufactures feel there needs to fans running harder during BIOS time. Hope it helps.
