Dell Dimension 2400 Power Supply Whine

I got a Dell Dimension 2400 which I use as my bedroom Windows XP machine for when I need to run programs that do not support Vista or later.  Whenever I turn off the computer after using it, the power supply makes a whining noise.  It does not make any noises when the computer is turned off after plugging it in, or when it is running (Except for the fan as it should be on). I replaced the power supply with a power supply that had the same part number: K0564. The seller on eBay said it is brand-new. Though I am suspicious because it had dust in the fan when I got the power supply. My question is, does anyone else who has or had a Dell Dimension 2400 that made these whining noises? Or is it that both power supplies are failing?

For these very reasons, I never buy anything from eBay. The K0564 Hipro 200w power supply was released in 2002 and 2004 systems. No way it could be "new". Honestly, for a power supply that old, I would just use it until it quit.
