Dell Dimension 8200 Bios Flash Problem

Ok, so here's my problem.

I bought a Pentium 4 HT 2.8 GHz processor (from a Dell Machine) and I installed it into my Dimension 8200, hoping that I could play CS:S better with it.

However, it will only run at 1.4 GHz (slower than the 2 GHz P4 i had before).

I have dell bios rev. A07, and i read here that i need a09.

so i downloaded the .exe, ran it, and it put the files on a floppy.

But when i boot from the floppy, all i get is a "non-system disk or disk error" message, and i cannot update my bios.

Without this, i cannot use the new processor.

I would be pleased if anybody can help.

PC Specs:

Dell Dimension 8200.

1x Liteon Super Multi DVD Writer

1x random old creaky floppy drive from my shed/old pc/somewhere (the dell one got broken)

nVidia Geforce 6200 256MB (the inno3d one)

512 MB RAM

Creative Soundblaster Live! 5.1

2.8 GHz P4 HT (running at 1.4 GHz)

9 Legend

When you create the floppy diskette, make it "bootable".  It sounds like the floppy was formatted but not made "bootable".
