Dell Dimension E520 Upgrades

Hi,

I have an old E520 and I wanted to know what cheaper cpus would work, what gpu would be good and low powerd, and how much ram i can stick in there and what is a good brand. I will mostly be using it for just web surfing and looking up projects down in my workshop, so nothing SUPER intensive. I was thinking maybe a core 2 duo of sorts, 4gb of ram and a GT 210.

It has 1.5Gb ram, no GPU and a Celeron D at 2.8Ghz

Any help would be amazing! 

(I know a good amount about computers but i just dont have the money to be wasting on expensive stuff)
