Dell INSPIRON 620 Blank screen, Monitor No Signal, Power Button white

With motherboard removed and power supply connected, monitor connected, ram in, CPU in, HD connected and Case Power Connector for front Push-Button "connected" the system acts like it's going to start but nothing shows up on the display and screen shows No Signal.

However, if I unplug the Case Power Connector for Push-button from the motherboard and start the system by shorting the two power pins on the motherboard ....then the system starts normally and the display works.

Does this indicate that I have a bad power connector, bad power button?  How do I solve this problem?  The power button is white when it does not start up.

The power on switch is a replaceable assembly.  Which one depends on Mini Tower or Slim Desktop 620S.
