Dell Inspiron power on button LED not working?
The power on button of my 15 inch Dell Inspiron that was supplied with Windows 7 had a blue colored LED when the button was pressed....at least it did up until 1 week ago. Now, it seems not to have this blue colored LED anymore. Is this a setting somehow?

No - it's not software controlled. Either the LED failed, or the cable that connects it to the mainboard became detached. What system model is it (I.e., Inspiron N5110, 5535, etc.)?

its an Inspiron 3521 according to the service tag info.

Is this relatively easy to fix....i mean it must mean disassembly of the laptop?

If it's the one on the front face of the system, it's likely part of the system board - and if it has failed, likely not replaceable short of replacing the mainboard.
