I would like to make sure if the Dell Optiplex 3020 Micro can support the following CPU:
Intel Core i3-4360T 3.2GHz
Socket LGA1150. Other options welcome.

The following are the Dell OEM validated CPUs for Americas and Euro =
P5FJT i3-4130 3.4GHz

I thought the Dell Optiplex Micro could only use Intel CPU's that have the suffix "T"?

You're correct that only the Haswell-T CPUs will work in the micro system -- these are limited to 35W CPUs.
The i5-4590T is the fastest Haswell-T CPU that this system will take (all the faster i5s and i7s draw 45 W and won't work).
