Dell Precision T5610 Won't Boot, Blinking Cursor, 1, 2, 3 LED status, no beep codes

I have a dell precision T5610 that I just received and was in working condition.  The system had two SATA hard drives in and RAID 1 configuration and it and was booting find into Windows 10 Pro.  I tried to replace one of the hard drives with an SSD drive and tried to reinstall Windows (with the Windows DVD in the DVD drive) and the system wouldn't boot.  I have tried to enter the BIOS by entering "F2" and it says "Entering Setup", but never does.  I have tried pressing "F12" to change the boot order, but it never enters that screen either.  I just have a blinking cursor just after the RAID controller output.  The system stops with lights "1 2 3" on and "4" is off and just hangs there forever.  Any thoughts as to what might be wrong?
